Initially, I assumed that Mr. Andrews had used artistic licence in his work since the larger Mercantile Marine Offices and the diminutive Marine Hotel are not included in his wonderful impression of Penarth Dock of c.1865. However, I subsequently researched the history of the building and can confirm that Mr. Andrews was indeed correct since the Mercantile Marine Offices were only put out to tender for their construction in February 1867. The Marine Hotel public house followed at some later date, yet to be ascertained.
The Cardiff Times [019] in a report published on the 8th September 1864 states: "The Dock Offices - at present workmen are busily employed in laying the foundation of the new buildings." The reference to the Dock Offices as the Custom House is due to the fact that H. M. Customs shared these offices with the Dock Company.
I am amazed at this painting as it seems that Mr. Andrews has been levitated, perhaps in a hot air balloon, above the Severn Sea whilst he works at his canvas.
