Volume Three - The Pontoon Era - Proposed off-shore dock . . . Technical discussions and minor design amendments continued until the 9th March 1909 when Swan, Hunter, & Wigham Richardson Limited and the Penarth Shipbuilding & Ship Repairing Company Limited entered into a formal legally binding contract for the: “construction delivery erection painting and completion in Penarth Dock of a ship repairing pontoon together with shore attachments boiler machinery outfit and appurtenances according to the Specification and contract drawings . . . “ all at a price of £37,000. The Daily Mail [064] reported on 20th February 1909: "A Big Contract - The report of the Penarth Shipbuilding an Ship Repairing Co. announces that Messrs Swan, Hunter, and Wigham Richardson have obtained the construction of a pontoon dock for Penarth. The Taff Vale Railway Co. are empowered to lend, by way of a mortgage, the Penarth Company, £50,000 for the purpose of the work."
