1943-1944 - A view showing two U.S. Navy officials leaving the 'Administration' building at Penarth Dock. I can say with a good degree of confidence that the gentleman on the left is Lt. Cdr. Arnold Winfield Chapin USNR - Commanding Officer US Naval Base Penarth, Wales and Cardiff. Can anyone put a name to the officer on the right of the image?
