In May 1991 the Penarth Times
[101] [107] published the AMEC Regeneration "Penarth Haven Masterplan" in which it was proposed to build 550 houses, 90,000 ft2 of office space, 6 acres of light industrial units, a central park, riverside walks, shops and leisure facilities on Plymouth Park, on top of the waste sites. I find this plan totally unbelievable and irresponsible especially in the light that the Cardiff Bay Development Corporation actually announced that they had "sealed" the rubbish tip and would be building a new park on the site. Methane Lane, Ammonia Avenue and Leachate Walk eh?! (Apologies to the Alan Parsons Project!)
