Plan for development of the Penarth Dock - the AMEC Regeneration "Penarth Haven Masterplan"
In May 1991 the Penarth Times [101] [107] published the AMEC Regeneration "Penarth Haven Masterplan" in which it was proposed to build 550 houses, 90,000 ft2 of office space, 6 acres of light industrial units, a central park, riverside walks, shops and leisure facilities on Plymouth Park, on top of the waste sites. I find this plan totally unbelievable and irresponsible especially in the light that the Cardiff Bay Development Corporation actually announced that they had "sealed" the rubbish tip and would be building a new park on the site. Methane Lane, Ammonia Avenue and Leachate Walk eh?! (Apologies to the Alan Parsons Project!)
 
Penarth Dock - Masterplan amended - 1994 - Camlin Lonsdale
The Masterplan had been amended by May 1994, as this plan by Camlin Lonsdale indicates. In the top left of the image a large enclosure was planned with a dense fence around it. This, I believe, is the site of the current lagoon for leachate settlement and the methane burning plant which was recently upgraded to deal with the copious quantities of each emanating from the "sealed" waste below and only forty years plus on!
