The London Gazette of 23rd November 1897 lists an amended Windsor Dock Bill to be presented to Parliament during the 1898 session.

1898 - A plan of the proposed Windsor Dock, purported to be the longest dock in the world at the time, appeared in newsprint.

1899 - Windsor Dock Bill - "Referring to the railway Bills to be deposited in Parliament from South Wales, "Transport" says:- South Wales Railway Notices for the coming session give no sign of the revival of the Windsor Dock scheme, nor even an enlargement of Penarth Dock. The most important items in the Taff Vale Notice are two short lines of railways which will presumably facilitate the traffic to and from the Penarth Dock."

Between 1895 and 1898 three versions of the Windsor Dock scheme were proposed but the objections were too powerful on each occasion and by 1900 the final scheme was consigned to history. The TVR turned to advancements in coal handling mechanisation at the existing dock in order to increase productivity and profitability of the Penarth Dock and Ely Tidal Harbour.
