A search of the National Archives [142] has revealed the Specification and associated correspondence relating to contract for the reconstruction of three coal tips at the dock. Our story commences in 1912. "The work will include the construction, delivery, and erection, complete in working order, at Penarth Dock, of one and alternatively, three, fixed Hydraulic Coal Tips, and all other accessories in accordance with the Specification and Contract Drawings, Nos. 41-1, 41-2. 41-3, 41-4, as stipulated in clause 2, page 3 hereof.
