16th April 1913 - No. 4 hydraulic coal hoist under construction at Penarth Dock the work of the East Ferry Road Engineering Company Limited. The upper image shows a page from the album and the lower image my best attempt at enhancement. The upper image confirms the date and the identity of the tip.
I wonder who the young man is watching the workmen? : Was he called up to serve his Country in France at the outbreak of war in 1914? : What became of him? : Was he a relation of yours?
Beyond No. 4 tip, on the southern quay, are able to identify tip numbers 1, 2 and 3. Distant, at the northern quay of the Basin are Armstrong tips number 15 to 18 inclusive which had gained the reputation of being the most efficient means of coaling vessels in the world by 1908. We can, therefore, confirm that the tip under construction is, indeed, number 4, based upon these landmarks.
