'Vast fleets are occasionally detained for long periods in Milford Haven, and the roadsteads of Caldy, the Mumbles, and Penarth, by adverse winds. This circumstance suggested an enterprise of great interest to the mind of an earnest clergyman, the Rev. Dr. Ashley, who was moved by witnessing the spiritual destitution -- almost heathenism -- of the sailors belonging to some 300 or 400 vessels thus embargoed in Penarth Roads. He resolved to devote himself to the work of the missionary, refused a living, and for some years pursued his hazardous calling, in a boat, amidst 'perils of waters,' from which he was often miraculously preserved.

His labours attracted the attention of devout persons on shore ; and 1839 a small vessel appropriately called the 'Eirene,' capable of accommodating about 130 persons at a religious service, was constructed. This bark was a floating church and mission-ship, freighted with bibles and prayer books. Dr. Ashley was thus installed the pastor of a vast floating parish, and a remarkable flock ; and his experiences present much that is wild and touching.
