Volume Nine - Pre-Victorian to the present day - even more aspects - Mr. B's 1836 Ely Docks . . . A few days later, during August 1843, a Special General Meeting of Shareholders of the TVR was held and it was resolved to approach Bute with a view to establish permanent agreement regarding shipping rates at the Bute Docks, Cardiff. By October provisional agreement had been reached and documented by November. A Special Committee of Shareholders meeting was again held to consider the provisional agreement negotiated with Bute. The meeting was adjourned! The Notice of the TVR Bill of November 1843 which gave powers to purchase or lease the right to use Bute Dock or to abandon the Ely Branch scheme. This Bill apparently fell foul of Standing Orders and was thrown out! During May 1844 there was progress in negotiations with Bute and a provisional agreement was reached. By November the following year, 1845, the TVR Bill gave powers to the TVR to construct the East Branch and arrangements regarding the use of Bute Dock etc. It took until May 1846 for the Heads of Agreement between the TVR and Bute to be finalised. These provided for the construction of the East Branch, arrangements with Bute and the abandonment of the Ely Branch scheme. It wasn't until May 1851 that the Board of the TVR resolved to offer the Ely Branch lands for sale by auction. Hence, the foregoing events spelled the end of the proposed dock at the Cogan Pill as designed by Mr. B but by 1857 the advertisements for construction of a road to the Ely Tidal Harbour appeared and the Penarth Tidal Harbour was opened in 1859 with the Penarth Dock opening in 1865.
