Pilot Cutters racing off Penarth Head - early 1900's
'Pilot Cutters racing off Penarth Head - early 1900's' [001] [120] - 'C' designates port of Cardiff.

Strong representations were made to Mr Plimsoll as to the constitution of the pilotage boards - the pilots contending that several members of the board were practically both their accusers as well as their judges. The pilots also alleged that in many cases they were afraid to give free expression of their knowledge, in defence of charges brought against them, for fear of suffering heavier punishment than if they said nothing.

Mr Plimsoll said he would see Sir Charles Adderley, the President of the Board of Trade, as soon as he returned to London, and lay all the facts before him, with the object of getting a Board of Trade inquiry into the grievances of the Cardiff pilots. He also said he would put a question in the House of Commons on Tuesday night.

Mr Richards, Mr Morse, Mr Williams and several other pilots expressed their thanks to Mr Plimsoll for the trouble he had taken in the matter in coming down from London to personally inquire into the matter. Mr Plimsoll was rowed up the gutway to the pier-head, and took luncheon at the Windsor Hotel.
