The engineers for the scheme were Samuel Dobson of Cardiff and John Hawkshaw of London who gave this estimate of the total cost of the works : -

The engineers also said that they thought the dock would be completed by the Autumn of 1862. [1162] [12/10/1860]  This was an optimistic opinion because the work was not progressing satisfactorily.
