June 1864 - To Builders. - Persons desirous of tendering for the erection of Dock Offices, Custom House, and Dock Master's Residence, at Penarth, for the Penarth Dock and Railway Company, may inspect the plans and specifications and obtain copies of the quantities at my Offices, on or after Thursday, the 16th instant. Sealed Tenders to be sent to Booth Bacon, Esq. Secretary, Penarth Dock and Railway Company, Cardiff, not later than Friday, the 24th instant, endorsed "Tender for Offices." Parties Tendering will be required to deposit the sum of two guineas for copy of quantities, which will be returned to them after opening of their Tenders. Identical notices to that above appeared within The Cardiff and Merthyr Guardian Glamorgan Monmouth and Brecon Gazette on the 9th June and in The Cardiff Times edition of 10th June 1864. These advertisements from the local press and 'The Builder' appear to confirm that Samuel Dobson was not the architect of the Customs House, etc. but I feel sure, however, that he would have had a say in the choice of design. The final design iterations appear to have been undertaken under the experienced supervision of the firm of George Edward Robinson the well known Cardiff architect on behalf of the Penarth Company.
