The Taff Vale Railway Company gave the site, which is near the swing bridge over the basin. The timber merchants supplied the timber free of charge. The Cogan Brick and Tile Company gave the tiles, and Mr. G. C. Harries, architect, prepared the plans, also free of charge. From others, likewise, were received contributions of materials, and the remaining cost has been provided by local shipowners, coal merchants, and others who reside at Penarth or have transactions relating to ships in the docks.

The building will be opened by Lord Windsor on Saturday week. The Bishop of Llandaff would have been present, but his lordship has been called to London, and will not be back in time. Lord Windsor, it is believed, will be accompanied by his mother, Lady Mary Clive, and his three sisters, who are staying at the St. Fagans Castle. Col. Clive, Lord Windsor's uncle, will, it is expected, be present, and the Dean of Llandaff will attend in place of the bishop. After the opening ceremony the inhabitants intend inviting Lord Windsor to a luncheon to be provided in an adjoining building.' Cardiff Times [019] [361] 12th October 1878.

1891 - Penarth Dock - Entertainment - 'On Wednesday evening last the Mission Room at Penarth Dock was crowed with sailors and their friends, who had assembled at a miscellaneous entertainment kindly provided by Miss. Hooper, daughter of the late deputy-dock-master at Penarth. The chair was taken by the Rev. C. W. H. Browne, B.A., the highly-respected chaplain of the Mission, who seemed to be a general favourite with the sailors. Songs were rendered by the Misses Morgan, Williams, Webb, Stevenson, and F. Lewis, and Messrs Perry, Grubb, and Williams. The latter gave a couple of banjo melodies, which were immensely enjoyed by the audience. Miss H. Williams gave an excellent recitation, entitled 'The Inventor's Wife,' and a Captain, who was present, gave a very good imitation of the 'Quack Doctor.'
