I suppose that in one respect it would have mirrored the numerous fires and explosions at the docks due to firedamp from coal cargoes or it would have served the purposes of the Free Wales Army who were active at that time; those who daubed bi-lingual road signs and razed to the ground the holiday cottages of outsiders. They had a slogan attributed to them which was a connotation of a TV advert for coal at the time: “Come home to a living fire; buy a holiday cottage in Wales!”

The Penarth Times reported in December 1978 that 'The company which owns Penarth Dock was fined £500 by Vale Magistrates for breaching conditions relating to tipping in the dock basin.' - Penarth Times [101] 15th December 1978.
