Jetty vs. Pier : A little research seems to clarify the words jetty and pier in context of these plans. It seems that a jetty is used for access only whereas a pier is intended for mooring vessels against. In the case of the Penarth Dock entrance, it is obviously intended as a temporary mooring whilst, perhaps, a vessel awaits the tide to equalise with the dock water level. There is also the general implication that a jetty in intended to protect the shoreline beyond but I believe this interpretation to be foreign!
